The oil and gas cluster is one of the prior fields of Tyumen region investment strategy to develop .
There are gas fields located in the territory of Western Siberia, which has more than 55.1% of oil production and 86.6% of gas production in Russia. An industrial production complex of equipment and the provision of services for the fuel and energy industries has been developing around the oil and gas production complex of Western Siberia since the 1970s of the XX century.
Project institutes are also located here. Due to the development of industry and innovation, the Tyumen Region became a supplier of high-tech solutions for the oil and gas industry. The advantages of the region predetermined the development of a cluster of federal significance for R&D, equipment production and oilfield services to meet the strategic needs of the oil and gas industry of the Russian Federation.

The pilot program began in 2019 in Isetsky and Nizhnetavdinsky districts, whose administrations have set themselves complex tasks to increase the number of small and medium-sized businesses, create new jobs, increase the volume of investments in fixed assets and other tasks to increase the investment attractiveness of the territories.
In 2021, on behalf of Governor of the Tyumen region A.V. Moore, the development of investment profiles of 15 more municipalities of the Tyumen region was carried out. Based on its results, a pool of investment ideas and proposals with the necessary resources and a clear forecast of development for 3-5 years ahead has been determined. The possibilities of inter-cooperative relations and options for inter-municipal interaction were considered — how to make it so that at the expense of one enterprise to pull up another or give an impetus to the development of a new business in this territory.
Another area of work is the analysis of data from other subjects of the Russian Federation to determine the pool of investment proposals that can be implemented in the Tyumen region. We find new investment proposals in cooperation with the business, we are looking for opportunities for our investment team to become stronger.
Read moreAs part of the development of the investment profile, interviews were conducted with business representatives, during which the initiatives necessary for business development were identified, as well as the constraints that currently exist. In addition, an assessment of the social climate for each individual municipality was carried out.
The work done allowed us to identify emerging markets and provide an investment offer for the regions of the Tyumen region.
The investment profile is an action plan of the municipality administration to work with investors and the population to create comfortable conditions for residents and favorable conditions for attracting investments.
For business— this is an opportunity to express their position on important issues, to identify key points that require special attention. Investments in the development of the district indicate the willingness of people to live and work here. We, in turn, provide an improvement in the quality of life and a comfortable environment for business both in the cities of the Tyumen region and in rural areas.
The main parameters for the effective implementation of investment profiles of municipalities for us are: attracting investors to the territory and receiving feedback from the population on issues of favorable living conditions.
At the moment, the Tyumen Region is actively automating and simplifying the procedures for providing documents for obtaining loans, regulatory documents related to changes in legislation in the field of entrepreneurship development and attracting investors are being discussed. As a result, all these factors are combined into a single investment program until 2024, approved in the Tyumen region.
