INVESTMENT AGENCY OF THE TYUMEN REGION

The investment agency was created by the Government of the Tyumen Region to attract investments, support and implement investment projects, support small and medium-sized businesses.

The Investment Agency is focused on creating a "green corridor" for investors. Qualified specialists of the Investment Agency solve issues from the joint elaboration of a business development strategy in the Tyumen Region to the selection of a site and attracting financing. Support is provided for investment projects with different investment volumes according to the "one window" principle.

There are 9 representative offices on the territory of municipal districts of the Tyumen region for the convenience of investors and entrepreneurs who are ready to meet an investor, show him opportunities and potential sites.

Also, the Investment Agency provides for SMEs — microloans up to 5 million rubles and financial loans for the implementation of investment projects from 5 million rubles and above.

In 2021, the Investment Agency became a regional industrial development fund and can provide from 20 to 100 million rubles independently, and amounts over 100 million rubles together with the Industrial Development Fund under the Ministry of Industry and Trade of Russia.

In addition, the Investment Agency has an entrepreneurship support center, an Export Support Center, a Social Innovation Center, a Regional engineering center, and a guarantee fund.

Department of Investment Policy and State Support of Entrepreneurship of the Tyumen region

The Department is the executive body of the state power of the Tyumen region, ensuring the implementation of a unified investment, industrial, scientific and innovative and foreign economic policy of the Tyumen region.

The main purpose of the Department in the context of the implementation of investment policy is the creation of a comprehensive investor support system at every step of the implementation of investment projects from the investment idea to assistance in the export of manufactured products.

Council for Improving the Investment Climate

Order of the Government of the Tyumen Region of November 21, 2012 N 2357-rp

The Council for Improving the Investment Climate under the Governor of the Tyumen Region is a permanent public coordinating advisory body established to promote the creation of a favorable investment climate, ensure stable conditions for investment activities in the Tyumen Region, develop concrete measures to improve the investment climate in the region and optimize procedures and public services provided to investors within the framework of the National Rating of the investment climate.

The Council acts as an open platform for:

Coordination of the work of executive authorities and investors
Development of recommendations to reduce administrative barriers to doing business and simplify the issuance of permits
Improvement of state support measures in accordance with the requests of entrepreneurs

Representatives of the government of the Tyumen region, heads of industry departments and business support infrastructure facilities, heads of municipalities, representatives of business and the expert community take part in the event. Governor Alexander Moore opens the proceedings.

The Department of Investment Policy and State Support of Entrepreneurship of the Tyumen region accepts issues related to taxes, measures of state support for business and their effectiveness, interaction with inspection and resource-supplying organizations.

Regional investment project

The purpose of the RIP is the production of goods exclusively on the territory of the Tyumen Region with the simultaneous acquisition of fixed assets that were not previously in operation, as well as reconstruction and (or) new construction of buildings and (or) structures. The volume of capital investments in the investment project from the date of inclusion in the register of RIP participants must be not less than 50 million rubles in the first 3 years or not less than 500 million rubles in the first 5 years.

Participants of regional investment projects (RIPS) are provided with tax benefits: the rate for corporate profit tax in the amount of 10% instead of 20%, for corporate property tax - 0% instead of 2.2%.

Agreement on the Protection and Promotion of Investments

The purpose of the NWPC is to guarantee the stability of the legal regime, given for a period of 6 to 20 years, and distinguishes this mechanism from other benefits and support measures.;

In the framework of the NWPC, a stabilization clause is provided for the immutability of the conditions for the implementation of the investment project, and also reimbursement of costs from 20 to 100%

For the construction/reconstruction/modernization of infrastructure, including the costs of technicalconnection (abutment) to engineering and transport networks
For the payment of interest on loans and loans attracted for the creation of infrastructure
For the payment of interest on loans and loans attracted for the implementation of an investment project, paid at the investment stage and received without government support measures

The terms of cost recovery are from 5 to 10 years.

Special Investment contract 2.0

The goal of SPIC 2.0 is the introduction of modern technology that allows the production of products that are competitive at the global level.

The Law of the Tyumen Region dated 06/01/2021 No.36 "On the Establishment of measures to Stimulate Activities in the Industrial Sector Applied to an investor who has concluded a special Investment contract" by providing benefits for the payment of taxes on profits and property for organizations that have the status of taxpayers - participants in special investment contracts (SPIC).

The right to a reduction in the rates on income taxes:

up to 0.1% instead of 20%during the first 5 tax periods from the moment of profit
up to 5%instead of 20%in the next 5 periods
the rate is 10% instead of 20% in the remaining period

On the tax on the property of organizations:

0% rate instead of 2.2% during the first 5 tax periods
1.1%in the next 5 periods

The deadline for the conclusion of SPIC 2.0 is the end of 2030.

As a general rule, a contract is concluded based on the results of a competitive selection of investors.

One or more participants can be recognized as the winner in the competition based on the following criteria:

term of introduction of modern technology
the volume of industrial products produced during the validity period of SPIC 2.0
localization level

There is no minimum investment threshold. An investor implementing a project in the Tyumen Region is not subject to acts that worsen its situation and adopted after the conclusion of the agreement. For projects with an investment volume of more than 3 billion rubles, it is possible to obtain the status of the sole supplier for public procurement.

The tax stabilization clause applies to corporate income tax, corporate property tax, transport and land taxes.
